MMS Notices to Lessees and Operators
The Minerals Management Service issues Notices to Lessees and Operators (NTLs) to formally provide clarification, description, or interpretation of a regulation or OCS standard; provide guidelines on the implementation of a special lease stipulation or regional requirement; or provide a better understanding of the scope and meaning of a regulation by explaining MMS interpretation of a requirement.

We have listed the currently active NTLs that pertain to offshore platforms and structures.  We will update the list as new structural related NTLs are issued, expires, or are superceded.  For active NTLs that pertain to non-structural issues, please refer to the MMS website.

To view the NTLs, simply click on the links provided in the list.  To download a PDF version of the NTL, see our download manager.

MMS LTLs and ITLs
Letters to Lessees and Operators (LTL's) and Information to Lessees and Operators (ITL's) are also formal documents that provide additional information and clarification, or interpretation of a regulation, OCS standard, or regional requirement, or provide a better understanding of the scope and meaning of a regulation by explaining MMS interpretation of a requirement.

The Minerals Management Service no longer issues Letters to Lessees and Operators (LTL's). All notices are now in the form of Notices to Lessees and Operators (NTL's). All active LTL's will remain in effect until superseded or rescinded.

Currently, there are no LTLs or ITLs that directly affect structural issues for offshore platforms and structures.
